1. About Domain Name:

a) Country code top-level domain (as per http://en.wikipedia.org/)

A country code top-level domain (ccTLD) is an Internet top-level domain generally used or reserved for a country or a
dependent territory.

ccTLD identifiers are two letters long, and all two-letter top-level domains are ccTs.

For example:
.my represents ccTLD for Malaysia.
.sg represents ccTLD for Singapore.
.hk represents ccTLD for Hong Kong.
.kr represents ccTLD for Korea.

b) Second Level Domain Name (2LD)

A second level domain name (2LD) is a shorter domain name (e.g 'abc123.my') as compared to a third level domain name (3LD)
(e.g. 'abc123.com.my'; 'abc123.org.my').

2LD registrations were done in the early years of domain name registrations. However the trend towards categorizing domain names according to activities and nature of business created the demand for 3LDs like org.my; net.my; gov.my; edu.my.

The increasing popularity and demand for the 3LDs led to the closure of 2LD registrations.

With other nation's beginning to offer 2LDs, MYNIC will now be reintroducing the .my country level 2LDs.

c) Third Level Domain Name (3LD)?

Third level domain name is a name immediately to the left of a second-level domain.
In Malaysia, the following are the various extension for 3LD:
  • com.my For commercial organisations/activities

  • net.my For network-related organisations/activities

  • org.my For organisations/activities which do not qualify for other categories

  • edu.my For Malaysian educational organisations only

  • gov.my For Malaysian government organisations only

  • mil.my For Malaysian military organisations only

  • name.my For Malaysian individual's personal use only


  • Except for the .gov.my, .edu.my and .mil.my domain names which have special requirements, it is your responsibility to select the most appropriate second level domain name.

    2. Launching of 2LD?
    The launch of 2LD is as in the following main stages:-

    Priority Entry Period 9am, 1 November 2007 to 5pm, 31 December 2007 Accept applications from existing customers applying for domain names of an exact match with their current 3LDs
    Post Priority Entry Period 9 Jan 2008 to 29 February 2008 Compilation, review and process Priority Entry Period applications
    Public Launch March 2008 Acceptance of applications from public on first-come-first-served basis

    3. Eligibility

    (A) Am I eligible to register a 2LD?

    Yes. The registration is open to any individual or legal entity and subject to MYNIC's terms and conditions. If you are a minor - below eighteen (18) years of age, your parents/guardians must register your 2LD on your behalf. The 2LD can then be transferred from the parents to you when you reach eighteen (18) years of age.

    (B) Are there registration guidelines?

    Yes, the guidelines are as follows:
  • Every 2LD registration will be considered a new registration.


  • If an existing 3LD registrant registers a 2LD, the registrant is given a choice to either retain the name or request MYNIC to
         delete the 3LD/s.


  • Each registrant must enter into an agreement with MYNIC in respect to the 2LD's registered and abide to the terms and
         conditions set by MYNIC.


  • Registrants must not infringe upon any registered trademark in registering 2LD names.


  • 2LD's chosen must not be identical or confusingly similar to either a registered trademark; business; or company
         name in Malaysia.


  • 2LD does not infringe the rights of any third parties in relation to any applicable treaties or agreements.


  • (C) When should I register?

    If you are an existing domain name registrant via the 3LD, you will be offered a two month Priority Entry Period to register your exact 3LD under the 2LD (Phase I).

    If you do not have a 3LD domain name, you may apply for a 2LD during Phase II after the priority entry period offered to existing registrants.

    Phase I [1st November 2007] - [31st December 2007]

  • 2 month Priority Entry Period. A window period for existing 3LD registrants to register the equivalent names as 2LD's
         before registration is opened for public.


  • Only registrants who have registered 3LD/s with MYNIC before or by 5.00 p.m. on 26th October 2007 with an active domain name at
         the time of application will be entitled to apply for 2LD/s during the priority entry period. Applicants during this period must ensure
         that the chosen 2LD name is exactly the same as their currently registered third level '.my' domain name. E.g.: 'abc123.com.my'
         can only be registered as 'abc123.my'. No other extensions or variation would be allowed.


  • Registrations during this period will not be on a first come first served basis. All applications will be collected and processed at
         the end of the entry period.


  • Applicants with the earliest original registration for 3LDs will be given priority.


  • A list of overlapping 3LDs will be displayed on the MYNIC website on 1st November 2007. Selection would be made
         from applications based on earliest registration for 3LDs.


  • Number (Quantity) of 2LDs registered during this period must correspond with the existing number of 3LD/s registered by the
         applicant. E.g. if you have "abc123.com.my" and "cba123.net.my", you will be entitled to apply for two 2LD/s during this period.


  • All the above requirements are subject to the reserved domain names for public/government bodies and holders of existing
         '.gov.my' 3LD domain names.


  • Not compulsory for 3LD domain registrants to register within this window period.


  • Phase II [ March 2008 onwards]

  • During Phase II, registrations will be opened to all Malaysian entities and individuals


  • Applications during this period will be processed on a first come first served basis. Applicants will have to submit the necessary
         supporting documents as required by the MYNIC terms and conditions.


  • The applicant may apply for any number (quantity) of 2LD/s during the registration.


  • At least 6 months after the commencement of Phase II, MYNIC may take the approach of opening up registrations for .my 2LD
          to the world at large.


  • (D) What happens if there is more than one application for the same 2LD?

    Multiple applications for the same 2LD could arise when different parties have registered in different categories. For example:-

    Company A could have registered 123abc.com.my and;

    Company B could have registered 123abc.net.my.

    In such a situation, the selection will be processed based on earliest original registration for their 3LDs. The example below shows priority for the second level domain 123abc.my given to company B:

    In the event it is registered on the same date, MYNIC will refer to the earliest time of registration. The time as registered in MYNIC's database/system is deemed final.

    (E) Are there any other conditions when applying for the domain name?

    All 2LD applications are subject to the following exclusions:-

  • the use of country or state names, whether in Bahasa Malaysia or English,


  • religious-sensitive words in Bahasa Malaysia or English such as "Islam", "Christianity", "Buddha" or "Hindu",


  • whole or part of words that are offensive, scandalous, indecent, obscene or contrary to Malaysian norms,


  • The use of words such as "bank", "finance company" or derivatives of these words in other languages for registrants not involved in
         the finance or banking sectors. (except with written consent from the Ministry of Finance as per Section 15 of the Banking
         and Financial Institutions Act 1989.


  • (F) I have a personal "name.my" domain name registered with MYNIC. Do I qualify to apply for a 2LD during the Priority
         Entry period?


    Yes, a personal domain name is also a 3LD so you will be able to apply for a 2LD.
